Italy has moved its definitive FER-X support scheme from an approved framework to a live process. The Ministry of the Environment and Energy Security approved the operational rules by directorial decree n. 82 of 7 August 2026, and the Energy Services Manager (GSE) has now published the calendar developers need to act on.

The scheme sets a maximum contingent of 37.15 GW of new renewable capacity. Of that, 27.15 GW is allocated to plants above 1 MW through competitive procedures run by GSE, with the remaining 10 GW reserved for plants up to 1 MW that reach the incentive directly without bidding. For operators building onshore wind and solar, the competitive volume is where the value sits: the indicative buckets are 16.5 GW for wind and 10 GW for solar PV, alongside smaller allocations for hydro at 0.63 GW and residual wastewater gases at 0.02 GW.

The near-term action item is the qualification gate. For plants above 1 MW, taking part in a competitive procedure now depends on obtaining preliminary qualification and submitting an expression of interest. The preliminary qualification portal opens on 25 August 2026. To be eligible for the first competitive procedure, the qualification request must be submitted by 30 September 2026, and GSE has committed to returning the outcome in time to bid in that round, save for suspensions caused by requests for further documentation or a notice of rejection.

For developers and IPPs with an Italian pipeline, that 30 September date is the practical entry point to the first auction. FER-X stabilises long-term revenue on top of the market, so the qualification paperwork is only half the work. The other half is knowing where a competitive bid should land against capture prices, merchant exposure and the PPA alternative for the same asset, which is what determines whether a FER-X contract is the right route to market or a constraint on upside.
