Europe's renewable energy buildout is running into its own infrastructure, as grid connection queues now block roughly €100 billion in stalled battery storage and renewables capacity across the continent's biggest markets. With back-to-back heatwaves swinging power prices from negative during peak solar hours to near €150/MWh once demand peaks in the evening, the data is making an unambiguous case: the grid, not generation, is now the binding constraint. From the EU Council's new negotiating position on the European grids package to the PPA market's rebound on hybrid solar-plus-storage deals, policymakers and capital are already moving to catch up.

A study by consultancy AFRY for Beyond Fossil Fuels finds that distribution grid connection queues are blocking roughly 455 GW of battery storage projects and 375 GW of renewable capacity across eight European markets, including Germany, the UK, Italy, Spain and Poland. The stuck assets are valued at around €100 billion. Germany and the UK have the worst backlogs, each exceeding 100 GW, and in Spain the delays affect projects worth roughly €7 billion, about 40% of the country's national storage target. AFRY points to six causes, from slow network expansion to speculative capacity reservations, and calls for better transparency from distribution operators, whose data lags far behind what transmission operators publish.
An early summer heatwave across Europe pushed solar output to seasonal highs in the first days of June, driving wholesale power prices negative during peak generation hours in several markets even as cooling demand pushed overall consumption higher. The pattern is now familiar in high-penetration markets such as Spain and Germany, where a growing share of solar generation gets sold at zero or below zero during the sunniest hours of the day. For unhedged solar assets, each additional gigawatt of capacity added under these conditions further erodes the capture price the asset earns relative to the average market price.
OX2 secured Polish capacity market contracts for a new 120 MWh battery project, adding to a pipeline that already exceeds 5 GW of contracted BESS capacity from four completed capacity market auctions. Operational storage capacity in Poland is expected to roughly triple by the end of the year. The market is getting more competitive though: the de-rating factor applied to battery bids was cut to just 13%. in the 2025 auction, down from 60% in 2024, making it harder for new projects to win the contracted revenue that underpins their financing.
Analysis shows Europe's existing solar fleet had saved the continent roughly €12.8 billion in avoided fossil fuel imports as of 2 June, averaging around €136 million a day, as elevated oil and gas prices linked to the Middle East conflict continue to raise the value of every unit of displaced generation. The same analysis notes that wind and solar overtook fossil fuels in the EU power mix for the first time in 2025, reaching a record 30% share. The figures show how quickly the value of existing renewable capacity can shift when fossil fuel prices move, independent of any new build.
The EBRD announced a €175 million loan to Greek utility PPC to fund the planning, construction and operation of about 400 MW of new wind and solar capacity across Bulgaria, Greece and Romania. The financing carries an InvestEU first loss guarantee, and the projects are expected to generate around 760 GWh of clean electricity a year while cutting CO2 emissions by roughly 390.000 tonnes annually. PPC will also launch a battery storage training programme for engineers as part of the deal, building the operational skills the region needs as storage deployment accelerates.
A heatwave across Western Europe pushed temperatures toward 42°C in Spain and near 40°C in France, Germany and southern England, driving a sharp rise in cooling demand and tightening power system conditions across the region. German day-ahead prices approached €150/MWh as evening solar output faded and thermal plants ramped up, while Spanish spot prices were expected to top €100/MWh. In France, high river temperatures threatened to force 3 to 4 GW of nuclear output offline at plants including Bugey and Saint-Alban, adding another layer of supply uncertainty during the peak demand window.
EU member states agreed on 26 June a Council negotiating position on the European grids package, covering a revised trans-European energy infrastructure regulation and a new permitting directive. The position introduces tacit approval for permitting steps where national authorities miss response deadlines, commits member states to avoid blanket exclusion zones for renewables development and adds citizen engagement and benefit sharing requirements for communities near new projects. The Council will now negotiate with the European Parliament, aiming for a final agreement later this year, a step that matters directly for any project currently stuck in a grid connection queue.
Data from pv magazine shows the EURO Composite PPA price index closed May at €44.9/MWh, up 1.2% month on month, with Italy leading gains on the back of Cal-27 futures. Seventeen PPA deals totalling 713 MW were announced in the month, led by a 434 MW hybrid solar and wind agreement between Trafigura and Nadara in Spain, the largest multi-technology PPA signed in Europe since 2024. On the regulatory side, Romania tightened grid access rules to curb speculative capacity applications and proposed a new battery storage support scheme offering grants of up to €69,000 per MWh, while the UK reformed both its CfD scheme and capacity market to strengthen its renewables supply chain.
